The Role 

 

Reporting to the Vice President of Operational Excellence, the Senior Director of Strategy & Program Delivery will be a critical leader within Suffolk’s Operational Excellence team, responsible for identifying the most significant opportunities for operational improvement and translating those into strategic initiatives. This individual will lead a blend of strategic planning, program execution, and change management to ensure Suffolk delivers on its most important operational priorities. 

 

This role spans three core areas: 

  1. Strategic Planning – Lead annual business planning and long-term strategic planning efforts for the Operational Excellence departments and Operations Support functions, helping them define priorities, align resources, and build actionable roadmaps. 

  1. Program & Project Delivery – Lead some of the most important strategic initiatives that improve operational safety, productivity, and predictability. Oversee our Program Delivery function, ensuring strategic initiatives are structured, executed, and delivered with precision across multiple complex workstreams. 

  1. Change Management – Lead the organization’s operational Change Management efforts, building a scalable, effective approach for rolling out new initiatives, tools, and processes to field teams in a way that drives engagement and sustainable adoption. 

This role requires a unique blend of strategic thinking, operational rigor, and collaborative leadership. The ideal candidate is a structured thinker, fast learner, and clear communicator who can build momentum across cross-functional teams and translate vision into action. Exceptional team leadership skills, project management expertise, and the ability to build relationships and work collaboratively with all levels of the organization are critical. 

Responsibilities

Key Responsibilities:

 

Strategic Planning 

  • Lead the strategic planning process for the Operational Excellence departments (including Operations Analytics, Operations Performance Management, Construction Technology, Process Excellence, etc.) and the Operations Support functions (e.g. Safety, Preconstruction, Planning/Scheduling, Digital Engineering, Ops Finance), including setting priorities, developing roadmaps, and aligning cross-functional resources. 

  • Ensure each department in Operational Excellence and the supported Operations Support functions have a defined strategy with clear goals that align with company priorities, capability requirements, and measurable goals. 

  • Serve as a strategic thought partner to department leaders in defining and refining their visions. 

Program Delivery 

  • Oversee a team responsible for driving the delivery of multiple cross-functional operational initiatives, ensuring alignment with strategic priorities and measurable impact. 

  • Provide structure to complex programs: define scope, workstreams, success criteria, decision-making models, and progress tracking. 

  • Ensure programs are appropriately resourced, tracked, and delivered on time, within scope, and aligned with company priorities. 

  • Conduct root cause analysis and design practical, data-informed solutions that drive measurable improvements. 

  • Partner with cross-functional teams to proactively remove roadblocks, resolve challenges and maintain forward momentum. 

  • Leverage data and dashboards to monitor performance, communicate impact, and inform continuous improvement efforts. 

Change Management 

 

  • Lead the operational change management function, ensuring that all new initiatives rolled out to the field are communicated, supported, and adopted effectively. 

  • Design and scale a sustainable change management model for rolling out change across Operations. 

  • Oversee the development of communication plans, engagement tactics, and enablement strategies tailored to field realities and operational culture to maximize adoption. 

  • Drive adoption by ensuring messaging, timing, and channels are tailored to field realities and operational culture. 

Team Leadership 

  • Lead a high-performing team that owns strategic program delivery and operational change management across the organization. 

  • Foster a strong team culture rooted in collaboration, accountability, and continuous improvement. 

Executive Support & Special Projects 

  • Lead high-urgency, high-impact projects at the request of executive leadership, including research efforts, strategic framing, and presentation development. 

  • Represent Operational Excellence with clarity, credibility, and confidence across senior audiences. 

Qualifications

Qualifications 

  • 10+ years of experience in strategy, operations, or program delivery roles; experience in construction or project-based industries is preferred. 

  • Proven track record of leading and delivering complex, cross-functional initiatives in a dynamic environment. 

  • Strong strategic thinking and analytical skills; comfortable with ambiguity and complexity. 

  • Excellent communication skills and executive presence; can distill complex topics into clear, compelling messages. 

  • Strong leadership skills with experience managing and developing high-performing teams. 

  • Self-starter who is ready to roll up their sleeves and make an impact in a fast-paced environment. 

  • Familiarity with program tracking tools (such as Asana) is a plus. 

 

Working Conditions

While performing the duties of this job, the employee is regularly required to sit for long periods of time; talk or hear; perform fine motor, hand and finger skills in the use of a keyboard, telephone, or writing. The employee is frequently required to stands; walk; and reach with arms and/or hands. Specific vision abilities include close vision, distance vision, depth perception and the ability to adjust focus.
