Overview:

As the National Preconstruction Operations Director, you will hold a national leadership role responsible for driving operational efficiency and process optimization. You will collaborate closely with the Operations and Preconstruction teams across the Company and work in partnership with the Data Department to leverage data-driven insights to enhance preconstruction operational performance.  Additionally, you will work closely with the regional operational leaders and Operations Excellence teams to ensure project success and issues resolution. This position requires a strong background in preconstruction operations, excellent leadership & management skills, and the ability to effectively utilize data in driving operational alignment within the organization.

Responsibilities

  1. National Preconstruction and Estimating Operations:
  • Collaborate with National Operations Departments, including Operations Excellence and Preconstruction, and coordinate closely with Regional Operations to ensure preconstruction and estimating matters are properly addressed and resourced.
  1. Strategy Development:
  • Advise on and ensure the success of a comprehensive preconstruction strategy aligned with the organization's long-term goals, focusing on driving consistency, efficiency, and resource management.
  1. Performance Metrics:
  • Working closely with data, establish and monitor relevant key performance indicators (KPIs) to measure preconstruction operational performance; identify areas for improvement and track progress against targets, providing recommendations to the EVP, National Operations and Regional Leaders.
  1. Stakeholder Communication:
  • Effectively communicate preconstruction and estimating initiatives, progress, and results to the EVP, National Operations and Regional Leaders, executive leadership team, and other relevant stakeholders, ensuring alignment and support.
  1. Process Optimization:
  • Identify, evaluate, and optimize critical preconstruction processes, systems, and workflows to eliminate waste, increase productivity, and enhance customer satisfaction.  In concert with the stakeholders, Process Excellence, and Learning + Development teams, update and create necessary SOPs, job aids, and training modules to support preconstruction functions.
  1. Continuous Improvement:
  • Champion a culture of continuous improvement across the organization by promoting best practices, methodologies, and tools to drive process excellence initiatives. Collaborate with Data to build Feedback Analytics to provide improvement / best practices opportunities in the Precon and Estimating process.
  1. Cross-Functional Collaboration:
  • Collaborate closely with the Executive Leadership team, department heads, and stakeholders from various functional areas -- from Business Development through Operations – to drive cross-functional alignment, facilitate knowledge sharing, and achieve Preconstruction and Estimating Operations goals & objectives.

Specific Responsibilities:

  • Coordinate and Manage Precon Workflow (CRM to Procore) of all new projects
  • Ensure the Precon Project management is being properly forecasted and updated in Procore for awarded Precon projects.
  • Manage Precon Dashboard & Ediphi (estimating software) Files/Folders, and all associated reports, highlighting anomalies and missed dates to Regional Leaders
  • Ensure the Systems, Processes, and Tools for Precon and Estimating are utilized consistently and uniformly across all Regions/COEs to provide clean and organized data in the company’s data lake; coordinate with the Suffolk data and IT teams accordingly
  • Coordinate and Manage cross-regional Resource Management (via Bridgit Bench or other)
    • Operations Lead assignments per Region (Start Date App)
    • Estimating and Precon team utilization and allocation
    • Design Manager assignments, as required per project
  • Convene and Facilitate National Precon & Estimating Community Sessions, monthly
  • Participate in GMP Peer Reviews / LPAs in coordination with Operations Performance Managers and regional Estimating/Precon teams
  • Initiate and Drive Ediphi and Start Date App Maintenance, Upgrades with IT
  • Ensure interface with Liberty occurs during early estimating and precon phases

Qualifications

  • Bachelor's or Master's degree in construction management, operations management, business administration or a related field. MBA or advanced degree is recommended.
  • Industry experience (15+ years) in construction and/or general contracting, with roles of varying responsibility in estimating, preconstruction, business development, and project management
  • Proven track record (5+ years) of director or senior management-level experience in preconstruction and/or estimating operations, business development, or related roles, in a multi-regional national organization.
  • Familiarity with multiple project delivery methods including Design-Build, CM at Risk, Lump Sum, and Cost-Plus contract types. Must have experience managing Design-Build projects >$25M.
  • Outstanding communication and interpersonal skills, with the ability to influence and inspire teams, gaining alignment and consensus with all stakeholders.
  • Excellent leadership and strategic thinking abilities, with a track record of successfully delivering initiatives and measurable results to project and functional teams.
  • Exceptional change management and project management capabilities, including the ability to effectively prioritize tasks, manage resources, and drive results within budget and timelines.
  • Proficiency in utilizing relevant software and tools for project opportunity tracking, resource management, estimating, and project management.

Working Conditions

While performing the duties of this job, the employee is regularly required to sit for long periods of time; talk or hear; perform fine motor, hand and finger skills in the use of a keyboard, telephone, or writing. The employee is frequently required to stand; walk; and reach with arms and/or hands. Specific vision abilities include close vision, distance vision, depth perception and the ability to adjust focus.
