Overview

The Project Manager supports Freedom Source, Suffolk's supply chain and procurement division, by leading the planning, procurement, coordination, and execution of complex supply chain initiatives that support Suffolk Construction projects. This role partners closely with Operations, Preconstruction, Estimating, Project Management, Superintendents, Trade Partners, and suppliers to develop and execute procurement strategies that optimize cost, schedule, quality, and risk while ensuring successful project delivery.

 

Serving as a trusted advisor throughout the project lifecycle, the Project Manager oversees sourcing, procurement, logistics, vendor performance, and supplier relationships to ensure materials and equipment are delivered safely, efficiently, and in alignment with project objectives. This role also contributes to the continued growth of Freedom Source by helping establish scalable procurement processes, strategic supplier partnerships, and operational best practices.

 

This position is based in New York City, and supports Freedom Source initiatives and Suffolk Construction projects throughout New York and other assigned markets.

Responsibilities

Project Leadership

  • Lead the planning, execution, and management of supply chain strategies for assigned projects from preconstruction through project closeout.
  • Develop and implement procurement plans aligned with project schedules, budgets, operational priorities, and client objectives.
  • Oversee the sourcing, procurement, logistics, and delivery of materials and equipment to support successful project execution.
  • Proactively identify, assess, and mitigate procurement, schedule, cost, quality, and supply chain risks while driving timely resolution of project challenges.
  • Provide regular updates and strategic recommendations to project leadership regarding procurement status, budget performance, supplier activity, and schedule impacts.
  • Ensure procurement activities are executed in accordance with contractual requirements, project objectives, and Freedom Source operating standards.

Procurement & Supplier Management

  • Develop procurement packages, scopes of work, and sourcing strategies in collaboration with Operations, Preconstruction, and Estimating teams.
  • Lead the solicitation, evaluation, negotiation, and award of supplier and vendor agreements while ensuring alignment with project requirements and business objectives.
  • Manage supplier performance throughout the procurement lifecycle, including submittals, production schedules, logistics, deliveries, warranty administration, closeout documentation, and issue resolution.
  • Serve as the primary point of escalation for complex supplier, product, commercial, and delivery-related matters.
  • Cultivate and maintain strategic relationships with manufacturers, distributors, and trade partners to enhance supplier performance, drive value, and strengthen Freedom Source's procurement network.
  • Monitor supplier performance metrics and implement corrective actions to ensure quality, schedule, and service expectations are consistently achieved.

Financial & Commercial Management

  • Develop, manage, and monitor procurement budgets, forecasts, and purchasing plans throughout the project lifecycle.
  • Analyze purchasing activity to ensure alignment with project budgets while identifying opportunities to optimize cost, improve value, and reduce procurement risk.
  • Evaluate market conditions, pricing trends, supplier capabilities, and material availability to support informed sourcing decisions.
  • Negotiate commercial terms, purchase agreements, and supplier contracts in partnership with Legal, Risk Management, and project leadership.
  • Support financial forecasting, procurement reporting, and overall commercial performance for assigned projects.

Cross-Functional Collaboration

  • Partner with Project Executives, Project Managers, Superintendents, Estimating, and Preconstruction teams to develop integrated procurement strategies that support successful project delivery.
  • Collaborate with field operations to coordinate material logistics, construction sequencing, and site readiness while minimizing project disruptions.
  • Support business development and preconstruction initiatives by providing procurement expertise, supplier insights, market intelligence, and strategic sourcing recommendations.
  • Participate in client meetings, project planning sessions, and executive-level presentations as a trusted supply chain advisor.
  • Build and maintain collaborative relationships across Suffolk business units, project teams, clients, and external partners to drive operational excellence and project success.

Operational Excellence

  • Ensure compliance with Freedom Source and Suffolk policies, procurement standards, ethical business practices, and risk management requirements.
  • Drive continuous improvement by identifying opportunities to enhance procurement processes, operational efficiency, supplier performance, and scalability.
  • Develop, implement, and promote best practices that strengthen consistency and operational excellence across Freedom Source.
  • Champion a culture centered on safety, quality, accountability, innovation, and exceptional client service.

Leadership & Talent Development

  • Mentor and develop junior supply chain professionals by providing coaching, technical guidance, and opportunities for professional growth.
  • Share industry trends, market intelligence, and procurement best practices to strengthen organizational capabilities.
  • Contribute to the continued growth of Freedom Source by supporting strategic initiatives, expanding supplier partnerships, and enhancing operational capabilities.
  • Foster a collaborative, inclusive, and high-performing team environment that reflects Suffolk's culture and values.

Qualifications

  • Bachelor's degree in Construction Management, Supply Chain Management, Engineering, Business Administration, or a related field, or an equivalent combination of education, training, and professional experience.
  • Minimum of six (6) years of progressive experience in commercial construction, procurement, strategic sourcing, supply chain management, project management, or a related discipline, preferably supporting large-scale, complex construction projects.
  • Demonstrated success leading procurement and supply chain initiatives within a general contracting, construction management, or project delivery environment.
  • Strong understanding of commercial construction means and methods, procurement strategy, construction contract documents, contract administration, supplier management, and project delivery.
  • Proven ability to develop and execute strategic sourcing strategies, negotiate commercial agreements, and build strong relationships with suppliers, manufacturers, trade partners, and internal stakeholders.
  • Strong business and financial acumen with experience managing procurement budgets, forecasting, supplier performance, commercial negotiations, and supply chain risk while balancing project cost, schedule, and quality objectives.
  • Excellent analytical, communication, negotiation, and relationship management skills with the ability to influence stakeholders, solve complex business challenges, and manage competing priorities in a fast-paced environment.
  • Proficiency with Microsoft Office Suite, ERP/procurement platforms, and construction management technologies.
  • Experience supporting a leading commercial general contractor or construction manager, along with familiarity with Lean Construction, Integrated Project Delivery (IPD), strategic sourcing, and continuous improvement methodologies, is preferred.
  • Professional certifications such as Project Management Professional (PMP), Certified Supply Chain Professional (CSCP), Certified Professional in Supply Management (CPSM), Certified Construction Manager (CCM), or equivalent credentials are a plus.
